1: Incentive regulation results from its application in the UK, Eastern
Europe and FSU
David Kennedy
This would cover some of the main concepts of incentive
regulation, and look at the results of its use in Electricity and Water distribution in
selected countries in eastern Europe (Moldova is often held as a key example for this) and
Kazakhstan. Interest on the latter case study would be in dealing with information issues
and low efficiency levels and re-balancing of prices.

This would cover the legal opinion received by Andhra
Pradesh Electricity Regulatory Commission (APERC) on the use of multi year tariffs under
the AP legislation. It could then be discussed to see if this is consistent with the
implementation of a multi year price control.
