Lahore
University of Management Sciences (LUMS), a Core Partner Institute of
SAFIR organized this workshop on behalf of SAFIR in Lahore, Pakistan
during arch 25-26, 2006. This workshop drew from almost a decade of
experience of independent regulation of infrastructure across sectors
such as power and telecom in the South Asian region. The prime objective
of the workshop was to facilitate discussions on the key challenges
faced by the regulators in effectively implementing regulatory incentives.
In addition to this the workshop attempted to identify the constraints
to effective incentive regulation and the major policy and administrative
responses to overcome these constraints. Some of the major issues that
were deliberated upon in this workshop are:
