Agra, February 2000

First Core Training Programme

Summary

The first edition of this course was first delivered in Agra in February 2000, and was well received by the 70 plus participants. The first week of the course dealt with reform of the infrastructure sectors, including the introduction of competition in service provision and the establishment and organization of regulatory agencies. The second week covered the techniques of economic regulation, in particular, methods of price regulation and the analysis underpinning these. The approach of the course was to provide participants with the conceptual underpinnings and then illustrate how these apply in practice through international and regional case studies on the same theme. Faculty included both leading international experts in the field, such as Stephen Littlechild, former Director General of Electricity Supply, Office of Electricity Regulation, UK and Alejandro Jadresic, former energy regulator from Chile, as well as regional experts such as Rakesh Mohan of NCAER (National Council of Applied Economic Research), India.

The first SAFIR programme at Agra on Independent Regulation was a unique experience. All the stakeholders (regulators, experts, and financing organizations) from South Asian countries got an extraordinary opportunity to learn and experience from varied angles. The quality of books, lectures, and documentation was excellent.

Participants from various organizations such as Bangladesh Oil, Gas & Mineral Corporation, Bangladesh; National Thermal Corporation Ltd, India; Department of National Planning, Ministry of Finance, Sri Lanka; Public Enterprises Reform Commission, Sri Lanka; Ministry of Planning and National Development, Maldives; Nepal Telecommunications Corporation, Electricity Tariff Fixation Commission, Nepal; various state electricity regulatory commissions, India; and Tariff Authority for Major Ports, India alongwith officials from Enron Corporation, Reliance Power Limited and BPL Mobile Communications Limited, had attended the first core training program in Agra, India.
